Develop Android APP to control a Raspberry Pi Robot Car

I developed a raspberry Pi Robot car. I installed a WebIOpi server in Raspberry Pi which allow me to control GPIO through web browser buttons, so that I can control the car movement remotely. I also installed a mjpg-streamer server which can send Raspberry Camera Video to browser .
Now I need someone to develop an Android APP(If possible also iOS APP) to replace browser to control my car movement and display Raspberry Pi video. The GUI of the APP should be similar to my browser GUI as following picture. It also allow me to set IP address and Port number of my Raspberry Pi webiopi and mjpg-streamer server.
