I need to target my advertisements to ONE particular person. I have their facebook page and instagram page address, their name and age / DOB as well as the city / state they live in and the area they work. I uploaded their info via a spreadsheet in Facebook Ad's manager and targeted the audience, but it hasn't left impressions yet. I set CPM at $25 per 1,000 impressions..

Can someone help me target my advertisements to this particular individual?
