YouTube SEO for Related Videos section

We have multiple NEW videos that have NOT been uploaded to YouTube. The goal of this project is to have these new videos appear on the FIRST page of the "Related Videos" right side area, from at least FIVE (5) highly ranked TOP videos in the same category. The target videos must contain more than 500k views, and our video MUST show on the 1st page of the right side "Related Videos" area without clicking "Load more suggestions"
We want an experienced and professional YouTube SEO expert in handling this project. There will be opportunity for similar work on future YouTube videos if we see good results. We will need to have increases in all of the items listed:
1. Number of views
2. Number of likes
3. Number of comments
4. Engagement (# of users viewing the entire length of the video)
5. Exposure and linking to other websites and social media sites
6. Embedment on high PR sites
7. Number of users added video as "Favourite"
8. Other factors and suggestions to rank high in the "Related Videos" section
Please us know your strategy that will NOT put the YouTube video at RISK of any nature, including but not limited to getting BANNED, FLAGGED, WITHDRAWN, BLOCKED or any other type of negative effects.
There must be good English communication on email and Skype that is frequent and progress that is updated daily. Milestone payments will be based ONLY on results seen on the "Related Videos" section for TOP videos as mentioned above.
