Create a cartoon-type character for stickers

In the skydiving community we love giving out stickers to each other. I would want to create a custom "character" that I could use for various stickers.
The character should be somewhat "fun", it should wear a blue-white suit (to match with the Finnish flag) a white helmet. And in this initial sticker it should be freefalling at an angle (please see the pictures).
In picture 1 you will see the position that the character should be in in this initial drawing. This will become the first sticker. However the coloring should not be as in this picture
In picture 2 you see the coloring I'm after (this white-blue suit and white helmet).
Output file should be something that allows to be sent for sticker printing (PDF, PNG, JPG, SVG, TIF, GIF, BMP, AI, PSD), but I also need one version that is editable.
