Vectorise an image and limit nr of colors

The intention is to convert this into EPS. Max. 8 colors possible! Background must remain unchanged (I also insert a screenshot of what the result should look like in our eyes.)
The color of BAL VAN SASK + date + bow + edge around the logo = the same color. Originally I designed this with the color code for silver (it is also the intention to weave with metallic yarn so that it is really silver and shines.), But is now somewhat greenish. If something could possibly be done about it ... I think it was greenish because that color was already used in the ING logo. (That color in the logo may change to silver instead of greenish.)
I do not think anything else is necessary for the rest. It is really important that the background is as it stands now! so monocolor with white stars
