Talented Web designer/programmer needed to DESIGN and code new Index page for existing site.

Talented web designer needed to change the look of our existing Index page and make sure that it also loads in 3 seconds or less. Not 3.5 seconds but 3 seconds or less using [login to view URL] to measure the loading speed. Much of the page could be static content but some content would have to be provided from MySQL tables. Current Index page is done in PHP and fed by MySql tables. The number of thumbnail graphics on the Index page will increase from 11 thumbnails to 47 - so this section of the index page needs to be designed differently. No other pages on the site need any changes all work is only on the Index page.
