Pre-study for a new website project

I'm about to start a pre-study for a new website project. The goal of this pre-study is to:
1) Identify all technical requirements for the website
2) Identify all resources necessary to build the website
3) Estimate the duration of the website project
What I'm looking for now is a highly experienced Wordpress/Drupal developer that can assist me in this pre-study. I want to a have a distinct blueprint of what I want to achieve before the building phase of the project starts.
I have a couple of design decisions that needs to be sorted out as well. One of them is whether to go with Wordpress or Drupal.
A big plus is if you have previous experience of building listings site like the one from www.apptheme.com. To be considered for this project you must also be able to present examples of previous website projects.
