Build a WP PhotoGallery Page

I will click not interested if you copy paste me a cover letter.
So, we want for our site ( l o v i v . r o ), to make a @Gallery (Photos) Page.
What does this mean ? We want this page to be like a facebook wall, except only with pictures and the authors.
It won`t be possible to upload a photo from the Gallery page, but instead the pictures will appear on the page, as a Author (Provider) adds a photo into his own gallery.
After he uploaded eg 2 pictures on his profile, these 2 will appear simmultaneusly on the @Gallery Page.
We want`em to be responsive and resized at the same resolutie, and when a user clicks them, it will supposed to pop up the zoomed photo.
This page I want to make it with filtres like Categories and Cities. I hope you understood.
The design will be inline with the website.
Very important:
- we don`t accept any plugins to do this.
- the budget isn`t fixed.
- we won`t pay anything upfront.
