Chrome extension for library service!

Hi. I am running a online library service and want to make people use my service through chrome extension. As you all know, readers always use online bookstore service. Therefore, I want if use see some book detail page on the online bookstore, make them know that we have that book!.

I am planning to develop this extension for 3 phase.

1. detect and alarm

2. make user login and put the detected book to the library wish list for after lending.

3. matching online bookstore wish list to my library service book list and put the matched books into the library wish list.

Now, I want to go phase 1 and if you get this project, you will go all the next phases.

And please let me know what I need to prepare for launching chrome extension. I always welcome detail explanation and suggestions about the project.
