Programmer to take employment docs and create Adobe or other type fillable docs

I would like to have the attached docs to be able to be filled in & e-signed on a computer or a phone, attach other docs, like ID, Cxl's Ck for payroll Direct Deposit, and then sent off to the Manager that hired them and to HR also. I'd also like if I have info in an Excel sheet to be able to pre-fill some fields, and likewise, once completed, I'd like the info to be able to be exported to Excel. There will be sensitive info, so the transmission will have to be password protected or otherwise secure. Thank you
