focus 2000 horse racing program

this is a home project to help my friends and myself to wager . I have an old horse racing program that works great, but I need for it to work even better for me. I download past performances for these races off Brisnet, the files are in a zip file, in 2014 these changed this file by either adding or removing "', " in zip file. I need for someone to build a converter, by converting the new data file into the old version, then zip it back up so I can use it in my program. The second task, is that whenever I go to printing this out, I would like to have it go to excel where if I remove a horse in one race, all of the cells with hat horse name would removed in all cells.
can this be done? how fast? how much?
