PCB design for rechargeable flashlight

I need to create a rechargeable flashlight with SMD components, which allows to charge the battery of 3.7 v and 190 mAh, also when the device is turned off if it is connected for its charge it has to show the level of charge in which it is, and when it is it is turned on you have to turn on the led lights and also be showing the level of charge.
the pcb has to be as small as possible
