HTML/CSS Expert needed

We are looking for a html,CSS expert to do layout adjustments.
We have two sites with a total of over 300,000 members.
We are international team of Django programmers and marketing experts.
We have gotten investment and are close to getting more.
However, we do not have good person to implement graphic design. We can do it but are not experts.
We are looking either for a great company as a long term freelancer or for a partner.
Preferably we are looking for people from Eastern Europe.
Actually there are many microjobs on our site. For these microjobs it takes too much time to define a task every time and make a project for it. Also as it is design there is no right or wrong implementation. So it is difficult to say "please do it better" if we do not like it.
For that reason we were thinking to find a team member doing this kind of work rather than a freelancer. Such a team member would probably have to work around 5 hours a week on various things related to image editing or HTML/CSS.
Thus we would potentially like you to be partner. So that means you would get around 7% of the company. However, as a partner you would contribute your work without cash payment. We would just compensate your expenses. You would however not have to participate in the general company expenses.
We do not know you and you do not know us. But before we get to know each other better it would be great if you could tell us if an arrangement like that is a possibility.
Short info to us: The company is doing test on facebook as well as test based community. It is run mainly be four people, two business/marketing and 2 programmers. We have 200,000 + registered users. We are located in Barcelona Spain.
