I need a developer that know Corda R3 development.

We need a proof of concept for a backend running Corda R3 + builder API interface to interact with Corda R3

So what I want to do is I need someone to write code for Corda R3

it should be able to be wirtten in Kotlin

And the developer should be able to know about stablecoins and digital currencies

The objective is that Corda stores transactions on the chain thats it, and the transactions are just transfers and payments between individuals allowed on the corda r3 chain
