Develop a REST Web Service to find Time Zone and Convert Time (ASP.NET C# Code)

You must develop two methods.
The first is to determine the appropriate time zone (and abbreviation) given a specific geocode (latitude and longitude).
The second is to convert time from one time zone to another with a given date and time, adjusting automatically for differences in time zones and daylight savings time. The input is date/time, current time zone and new time zone. It should alternatively allow for the input to be date/time, current geocode and new geocode. The result should return the new date/time with its time zone (and time zone abbreviation).
The time zone information used should be from the standard tz database. Info on it is here. <[login to view URL]> Additionally, there is a .net framework module in there.
The web service must be extremely fast and efficient at both services. It must also allow for multiple request to be sent at once in one xml request and have all the responses returned together.
