Need a developer/group that can work out of Noida (preferably) can meet up at least once bi-weekly to have in-person discussion at Noida(India) that can build a very simple app with instagram like live streaming.

I am okay with using any Hybrid frameworks too. Its better actually. But you need to properly set up a video server with upload/downstream of scale we can discuss.
