Mobile app with recommendation features similar to Netflix

I am looking for a freelancer company that can build a mobile app (iOS and Android) similar to Netflix with various recommendations channels like: Recommended For You, New Releases, Trending Now, Because You Liked XYZ...etc. Every user will set their search preference and so every user can get a unique list of recommendations in various categories. And also an Admin Panel that will manage the entire system dynamically and the mobile app should always check to reload configurations...etc dynamically.
Since the RECOMMENDATION is the most important part, I need a freelancer company/team that have engineers who are excellent in data structure, algorithms and recommendation algorithms. So when you place your bid, tell me how you would approach the recommendation algorithms and what similar apps you built before that have implemented recommendation algorithms.
The default: "Chat for more details before I can tell you..." bla bla bla -- these messages and bids will be IGNORED.
I have worked as a software engineer for 12+ years. So I know what it takes to build an app like this. So tell me what kind of technologies you will use and why? Based on your answers I will be able to tell if you are just an average developer/development company OR if you actually know what you are talking about and if you have what it takes to build an app like this. Also, tell me how you will ensure scalability of an app like this if hundreds of thousands of users will use it. If you don't even know what scalability is, or what DevOps is, or what Observability is, or what Monitoring/Logging is or what Auto-Scaling is please do NOT bid. If you know what these are, please tell me what they are and how you plan to achieve these for this app.
The UI/UX design will be given to you via Figma. Once NDA is signed I can share the detailed product requirement documentation and Figma link.

- Active Users from last week
- Active Users from last month
...etc.
