Android Development or Android on VPS or VPS on Android For Data Collection

I am looking for an Android developer with or without experience in VPS implementation for a data collection/application project. The purpose of collecting the data is for market research and small application. The data must be collected from Android devices or Android on VPS . We only need a very small dataset and small bot for inputs for this project.
Specially we need an Android Device and some development , it can be a pure application for Android or IOS device (or Android/IOS device replica on VPS) to connect given urls and collect data, small bot to make maximum 3 times input process , get datas and write themto given DB. The app. should be desined to work automatically after start and none-stop till close the app. or vps or from somewhere else.
Steps/small algo. for android development:
1 - Android will connect to given url to get work details , after get details and connect another URL for input process.
2 - Will get some details from remote DB via API (input1 - input2)
3- Bot in application will use input1 and input2 to proceed.
4- If URL needs input3 , will get input3 data from remote DB again via API.
5- Bot in application will proceed input3.
6- if this 3-inputs is success:
7- app. will get input4 and input5.
8- Bot will proceed input4 and input5.
9- Bot will get result and send datas to remote DB
approximetely the app. will be included from these steps, may be 2 more or 2 less. will be depending/deciding on development period if needs.
Ideal skills and experience:
- Proficiency in Android development
- Knowledge of VPS implementation
- Experience in data collection and market research projects
- Familiarity with both Android and VPS platforms
- Ability to work with small datasets efficiently
