CSS3 IE9 Support

I need an HTML5/CSS3 expert to modify a static html page (and style sheets) to render basic radius styling to tabs, buttons and all edit text controls. Currently, the page always renders in Quirks mode which doesn't allow the new HTML5/CSS3 features to work. I need someone who can quickly modify the html/css3 to allow the features to work and show the controls with the curved corners. The target brower for this project is IE9. For the right expert - and successful completion, there may be many more projects with all browsers - and thus, much more money to be made

This should be pretty quick for an expert.
