Convert PSD template to a one page Website

I am in the design world so can use Adobe Photoshop and Illustrator very well, but I I can't code...
Looking for someone to turn a PSD file into a one page website. Should be quite simple, this is my first website I havent coded/made myself so PSD file is in the making but unsure of how to create a file that is well organised enough for a hand off. If someone accepts it would be great to see what you'd like in terms of organisation of layers, etc etc....
Website:
- one full page image as the background
- 4 main icons which link to external URL's
- a couple of other smaller icons to press on for possible small pop up information such as info/contact
The image will eventually change 2-3 times a day so will require a change of URL links for the main icons as they correlate, which I will want to do. The developer will have to find a way when finished to explain how I can then take control and change the image and associated icons as it will be an everyday task once set up. This is very important.
Looking to build a nice relationship with the chosen candidate as it could be paid bits of work for the next few months as the idea is developed.
