Build a Website - Single Page, Mock up already done.

I have a website mock up developed in Photoshop (.TIFF) that includes formatting, pictures and colors and I need someone to turn it into a web site.
Generally, the page is a single color with a prominent logo with 3 words underneath that will open up to 3 smaller pop out pages. 'Connect' opens to a page similar to an About Us page; 'Collaborate' opens to a page listing all open jobs found on an external job board site - the information that this page displays will be dynamic; 'Contact' opens to a page listing company contact details.
I would like this written in a CMS like Wordpress, Druple, Joomla or something similar as I want to easily be able to modify the content.
I am happy for someone to use their creative license and offer suggestions on layouts as well.
