Please identity a mobile app builder or provide me some good advise on How can I build it and how much.

Here is my requirement for the app:

User able to create a account to create and manage order and view existing order.

User able to purchase item and completed the order without payment, it will generate a purchase order.

Back end able to load item, pricing, quantity, ect.

Some way to gather all the purchase order entered by user.

Simple app would run on both IOS and Android.
