C# Script to scan for server user settings

I need a C# asp.net **3.5** Console App that can:

Check the settings of all users on a server (Win 2008 R2)

return a list of **any** user that has "_user must change password at next logon_" checked/enabled.

I'll need the C# code.

If you plan to use any 3rd party DLLs you **must alert** me of this in your bid. Include details about the library. This will go on production servers. So I must be able to trust and compiled DLLs.

I do not want to test this on my sever. Please setup and test this on your own server.

When you submit the **final** code I will do a test on my server.
