Design me a mechanical scarecrow

I require a mechanical scarecrow that moves in a random way. It will be used to scare away the Indian minor birds (10-20) that are eating all of the chicken food I put out everyday for my chickens. When they see any movement even from a distance they fly off. It does not need to look like a scarecrow but needs something to move randomly every 10-20 minutes. It needs to solar or battery operated too.
