Convert HtML/PHP site to Full Flash Site With Admin

Need a developer to take [url removed, login to view] and convert it to flash. Site contains an extensive backend admin section connected to a database (mysql). Many pages are PHP. Site will or already has the following features:
• Gift Shop with product admin, shopping cart and checkout
• registration, with auto post to site and automated email
• dedication page, with purchase of package and checkout and auto create a page based on templete layout and text and image upload from user(after payment).
• A nominations page, user makes a nomination, must have auto create and post nomination to a page on the site, auto link created and auto confirmation email sent to both user and site administrator.
• Voting system: email auto generated once a month sent to users to visit a link and vote for those mothers nominated thus far. System will have to remove mothers that have already won mother of the month, then once a year, the system will need to generate an email inviting users to vote for mother of the year from the winners of mother of the month for that year. Site will need to change out the images and the text automatically when the winner is chosen by voters for both mother of the month and mother of the year.
• Bulletin board for users to post questions and the administrator can post answers
• tips on motherhood page (xml is fine, but through admin preferred)
• charity links page (xml is fine, but through admin preferred)
• ad banner admin and management (site is supported by ads, so the ads need to be incorporated better into the site aside from just at the bottom.
Client's budget is $1,000 for this and would prefer to break it up into 4 payments of $200. Site would have to be created and tested on a link within the site, client will be paying a $500 bonus if the site is created, tested and bug free by October 1st.
