Discuz! 7.2 Custom Template Simplified Chinese

I would like a custom style for my Discuz! 7.2 website. The style should be designed in Simplified Chinese.
The topic of the website is online gambling advice.
I would like to use the following colors: dark blue, light blue, white, black text, and gold text for the logo of the forum. I need some basic Simplified Chinese symbols included to identify my forum.
I will give the winning contractor:
1. My forum URL and access to the site.
2. Text for Gold logo and short Simplified Chinese symbols.
3. Contractor should also include a small graphic with the logo.
After the winning contractor has my site's information, I would like:
1. 3 different design variations to review.
2. I will pick 1 and provide comments to refine it.
3. The job will be complete when I am satisfied with the design.
4. The contractor's work becomes my property and can not be used on another website.
