Convert Html site into php

Hi I need the attached site connverted into a php site from html. Scripts should all be in an external file called scripts, likewise so should the css, poems, articles, short stories etc...
The pages that display the lists of poems (links) and other artilces etc.. should all be able to display the poem from an external file (in the poem folder) in a div that will be in a center column on the page. As there maybe qiute a large number of poems or artciles (the number will grow over time) etc... each page should break the number of poems into say 20 per page, using pagination.
The Topmenu category Articles should be broken down further into a drop menu/submenu with the following other menu categories: Sports, General, and Current Affairs.
The blogsite also needs to have the some work done to it (already in php) to get it to have the same look and feel as the main site.
