Develop a custom database designed and organized to allow centralization of data from all of our company's locations/programs. Existing data needs to be normalized and imported into the new database. This new database will take the place of several existing disparate solutions, and will eventually require migration and integration of the existing database solutions. The typical user will be data entry personnel at specific program locations with average computer skills. Product Features and Characteristics This project should consist of a SSL enabled website with a custom login that controls user’s views as the user interface. All data must be securely encrypted using industry standard measures. Approximately 20,000 households or individuals will be input into the database per year with up to 150 data fields depending on the program that the data is for. There will be a need for different access depending on login, i.e. data entry personnel will need access to input information to their specific program, and fiscal personnel will need to be able to assemble reports with data culled from all programs. This system will replace at least 3 existing access databases. User Classes There will be four major user types: 1. (Highest priority) Administrators responsible for the administration of all aspects of this project. 2. Fiscal management will need access to all data in order to assemble reports required to satisfy grantors and government requirements. Also required will be the ability to edit or change any data. 3. Data entry personnel will need access to input information to their specific programs, and to make changes to any records that they have responsibility for. 4. Case managers will need to be able to view any of the clients/households that they have responsibility for, and possibly be able to pre input data that will not be added to the database until approved by Data entry personnel.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Operating Environment The Web interface will reside on a Windows 2003 Sever. Backend server will be a Windows 2003 server and should utilize a Microsoft database platform.
