Create CSV file from plain text list of sites; some research for URLs required

I need someone to clean up a list of websites that will ultimately be the basis for a directory. I have a list of "placeblogs" -- weblogs covering a particular city or town -- for all 50 states. But the list needs work before I can use it to load into a database. Some sites have names only, but not the URL. The URL can be easily obtained via Google. Some sites have name and URL. All sites need a record of their RSS feed. What's needed is a CSV (Comma Separated Value) file that will contain records for each site's name, URL, Location (US State) and RSS feed. The end product can be submitted to us as a CSV file or as an Excel spreadsheet that can be opened with MS Excel 2003 for Windows XP. A number of you who are currently bidding asked for a sample. Here are some excerpts of the text file: Buffalo Rising (NY) DC Blogs (DC) Edhat (Santa Barbara, CA) HWY 278 (Dallas, GA) [url removed, login to view] Olyblog (WA) [url removed, login to view] (SC) EastPDX (OR) For entries like those above, you'd need to get a URL and the RSS feed for the sites listed to put into the .CSV. Later on in the text file I started to require the people doing the collection to collect URLs, so it looks more like this: Michigan DetroitBuzz [Community] [url removed, login to view] DetroitUncovered [Solo] [url removed, login to view] Totally amazing. Absolute Michigan [Community] [url removed, login to view] Not particularly bloglike, but interesting Detroit Wonk [Solo] [url removed, login to view] Ideally the end product would be a CSV or Excel file with the following column headings: Name of site URL of site URL of RSS feed for site Category (If the text specifies a category -- you'll notice some of the items have text with brackets around them] State (If a state is specified; if not, leave blank and I'll fill it in). Any other notation text can be left out of the end product. There are between 400 and 500 sites on this list.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Must be a file that can be opened by Microsoft Excel 2003 for Windows XP. Either an Excel spreadsheet or a CSV (Comma Separated Value) file are acceptable.
