Android Wifi UDP message broadcast app

A android based mobile app, with associated Java or C++ source code is needed with the following Characteristics:
* The app, running on two or more android devices that are physically near each other to broadcast short messages to all neighbors running the same app via a pre-determined 802.11 wifi channel.
* The app must work without a wifi base-station.
* The app must work without any L3 IP address assignments (either static or DHCP)
* The app must use UDP broadcasts with the source *and* destination IP of 0.0.0.0
* The app must be installable and usable without requiring a "rooted" Android device.
* Reliable message transfer and "acks" are not needed.
* Any app user should be able to enter in a simple text message to broadcast to other app users.
* When the app receives a broadcast from neighboring devices, it must print that message to the screen, along with the L2 MAC address of the sender.
