Asterisk limit simultaneous call

I want to know the exact capacity of calls simultaneously in my server. I did some tests with SIPP tools, but I can only have up to 200 simultaneous calls with my processor to a 13%.

for some reason something is limiting the server.

* I need remove the limitation and test it

* which is the maximum recommended percentage for my CPU
