Create Javascript-based charts for existing site, C#

Looking for an EXPERT - existing website needs to replace old java-based charts with new, javascript-based on the admin end (only limited number of admin users will use it).

You will take one of the existing high-end free or low-price javascript charting tools and will create a C# wrapper for it to be used on ASP.NET pages. Existing code uses Java-based chart which is old, outdated and has limited functionality. Existing code is attached for your review.

Use existing libraries such as jQuery, Ext JS 4, HighCharts, JSCharts or one of the top existing ones:

Requirements to the charts:

1) ability to use database data for charting

2) ability to show two or more graphs on the same chart

3) ability to draw pie charts

I like HighCharts because there's a .NET export utility written where you can export charts. I am ready to purchase license if required and low cost.

The result I need will be:

1. C# class or some other type (.NET project etc) where a wrapper for the chart is implemented

2. webpage with code implemented that shows sample charts (see attached file for details).

3. JS Library in separate file(s)

4. Explanation how to use /install.

Do not bid if you are a beginne, haven't done something like that or have no idea how this is done. Project is simple to very small budget
