Analyze which resources to expand on my high traffic servers

Greetings Network Analysts!
Currently, we have about 70,000 visitors per day and sometimes during the rush hour, the servers choke - we want to find a solution.
The server is an Intel Xeon E3-1230 V2 , 8mb Cache, with 16GB ram and raid-1 double 500GB hard disks ( Sata-2 )
While looking at server's SSH top command, often times, the mysql would go to 75% or PHP would go to 100% CPU usage.
We need to know WHY , is it missing ram? CPU power? Maybe a non-optimized [url removed, login to view] or mysql config ?
We are open for resource growth and php/mysql ini files configuration optimization. We do not want to change PHP codes on our sites.
The right person for this task is someone with advanced linux server administration knowledge. Someone who already dealt with high traffic cases.
Best regards!
