Create HTML Email from JPEG for Wedding Invites

I have a jpeg already created, it has the idea/layout/theme of what we want the email to look like in the end. We want the email to be mobile responsive. There will be links to a few different places, like Google maps and to our survey for RSVP. I will provide a mock up email that we have to give an idea.
Attachments are below so you can understand what we want. The [login to view URL] has all the functionality we want in outlook, but does not work if it was opened on mobile and we want the experience for our guests to work regardless of how they open it.
