Build a reverse auction website.

I am looking to have a website built that will have the following functionality:
1. User should be able to join the website as one of 4 user types A,B,C,D.
2. User should be able to search data based on zipcode or city and state.
3. User User type A should be able to review types B,C, and D.
4. User type A should be able to message user types BCD.
5. User type A should be able to post a project to the website that will have the following parameters.(Where(city,state, address), Contact Details(phone). Users BCD should be able to place bids on user type A's job post until a winner is selected.
I will provide more details about the specifics of what I'm trying to do once the project is awarded. Please don't over think this project. It's a fairly simple project that should be completed in less than 5 Weeks.

Php: Zend, Symphony, Laveral
Ruby on Rails
Python: Flask and Django
