Design me a low profile oscillating "jockey wheel"

I need a mechanical/electrical engineer to come up with designs for this so I can get it manufactured, ill need a parts list including everything I need to get to make this work.

Height adjustable very small scale OSCILLATING jockey wheel pushing backwards and forwards.

*needs to be compact and run cool, cannot get to hot!!

*needs a rechargeable battery, charging from power outlets

*height adjustable from absolute minimum to around 100-150mm maximum overall height in standard pole, would be good to have interchangeable poles to increase height if need be to 200-250mmmm etc if needed

*has pole clamp attachment at top similar to gopros handle bar mount but cannot move or twist once wheel is operational!

*pole clamp needs to removable as ill need to manufacture different size mounts to suit different mounting applications (the same way gopro have different mounts for different appliactions).

*has to be able to push loads of 30-40kg

*wheel needs to run straight no turning

*needs to have variable speed controller accessable on outside of case

*wheel needs rubber tread for grip

*wheel needs to be small and low profile around 80mm diameter (smaller the better)

*needs easily accessible charging port

*needs to have a run time of around 10 hours

*the oscillating speed will be around walking pace

*would be good to enclose the motor and battery with some form of case

The attached picture is a very heavy duty jockey wheel, mine needs to be alot smaller and low profile.

Please only apply if you are up for the task and capable with experience!
