Create new (or amend attached) Expert Advisor for Binary Options trading

Either create from scratch or amend the attached EA to produce an Expert Advisor based on breaking a number of Bollinger Bands. Full requirements are in the attached txt file.
The attached existing EA has many of these features already coded in it. It may be simpler to amend this than start from new?
It has code to:
- check for candle close outside of band (but only checks one band, not at least 2 of the 3)
- check for trading times
- handle ATM trades as drawn / void
- allow Martingale-style trade amounts
