CDMA Phone Automating Programming Software

We are seeking a skilled programmer to help design and implement a CDMA software flashing program.
Software would connect to Com Port on Mobile Device and issue commands. Most commands are Qualcomm based
and would like to have developer familiar with these.
Program would need to access com port, write certain commands, and issue failed/complete status.
We would want this to add a server/client side program with tight security.
Program would also need to have some website automation involved, accessing certain features of a particular site.
We would like to integrate a ticket based chat/help based system, ability to buy a subscription via an online credit card system,
ability to view logs, add new scripts, and add new models of phones.
We have a base knowledge of commands and would like a developer who is focused and ready to implement an aggressive schedule to complete program. Business logic is ready available and we have a small understanding of current languages and methods. We would like to closely coordinate with developer.
