Implement mobile site for our Drupal 7 website

Seeking a highly experienced Drupal developer to optimize the mobile experience of our website by implementing a mobile site using an existing toolkit (such as CSSFlow Mobile UI Kit: [login to view URL]). We are open to discussing alternative approaches as we are interested in the best looking solution.
On mobile devices the goal is to have the site, when accessed via a mobile device’s web browser, look and feel like an app (since the site itself is all about apps). The best way to achieve this is most likely via themeswitching for mobile and using a toolkit (instead of creating an entirely new mobile theme). Using a toolkit will involve turning static html from the toolkit into a drupal theme and then to use a module to load the new theme if the device is mobile.
Requirements
-Mobile site must look highly professional and function smoothly across all mobile devices down to 480px.
-Mobile site must load quickly on mobile devices and must not experience any lag.
-Mobile site, including the mobile site during development, will be hosted only on our company server.
-Must have significant experience building and theming Drupal 7 mobile websites.
-Must have completed at least three projects on Freelancer
-Must have completion rate >90%
-Must have rating > 4.3
-All coding must be submitted to our company's Bitbucket repository at the end of each day. Failure to submit code every day may result in cancellation of this project so if you are unwilling to submit code on a daily basis, please do not apply.
Deliverables and Payments
1) Provide technical specifications document for how you plan to implement the mobile site.
2) Implement the mobile site using CSSFlow Mobile UI Kit as a Drupal theme. All currently available elements must have corresponding styles on the mobile platform and all functionality that exists must also exist on the mobile platform.

2B) Dashboard page and tabs
2C) Data page and tabs
5% when 2C is verified to be completed
2D) Altruist pages including Search and Forums
2E) App Store pages including shopping cart and checkout pages
2F) Settings page and tabs
10% payment when 2F is verified to be completed
2G) Knowledge Center and Developer Center pages including Developer Documentation
2H) App Chain pages
2I) Support pages
2J) all misc pages
15% payment when 2G is verified to be completed
3) Implement feedback provided from us based upon our code review and testing of the mobile platform deployed on our development server. Freelancer will fix all elements that do not look correct or any functionality that is not performing as expected.
70% payment when 3 is verified to be completed
