If you have a look at my portfolio you will see that I can do pretty complex things using very simple solutions. I mostly use bitbucket because it is easier for me to setup and share private repos but fully comfortable using github if that is your thing. I am very good with django in general and since I have experience doing complex project using this framework I can easily help you with your project. I lived in USA from about a year so my English is good. I know about heroku but never had a chance to use it. My main working environment is AWS but considering AWS complexity, heroku won't be a problem.
