Issue 1 : New-Ad User : The name provided is not a properly formed account name

We are facing issue to create the user account in the Ad using power shell.

Description : When user account has more than 20 character in the name the script gives us error (Check- attached snapshot)

Issue 2 : Not able to create user account with duplicate name .

description : We have a requirement where we need to create the Ad account with the same name with different UPN.
