A web-based program that connects DB2 database, this program must insert data, remove data, update data and this data can be added one by one by the final user or the user can have the facility to upload a file with multiple registers to be included, update or removed from the database, the separate fields of that file must be comma.
First things first:
1) The program should use free software of preference (Python with Flask or Django)
2) Must connect to the DB2 database in another server (no firewall or restrictions)
3) User must sign in
4) You should allow yourself to load a worksheet in CSV to make several changes at the same time the separation of the fields is comma.

No special and complicated front-end needed. You can use simple bootstrap built-in items to make frontend. The main thing is to make the functionality.
