I have a lot of past experience in python scripting and I can expand it to be applied to this scenario. As I understand it, you have a few quality metrics which the new audio file (split of the original) needs to meet. Once I understand these metrics, I can write a script to cut up the original file as required and save it in a new mp3 file.
