California Licensed Mechanical Engineer to Certify Safety and Build Quality of Chinese Made CO2 Extraction Oil Equipment

Better Industries ([login to view URL]) builds CO2 Extraction equipment. They tell me they have deployed several of their 6X50L Model in both OR and KY.
According to this CA regulation

It Says §40225. Closed-Loop Extraction System Requirements.
(a) Chemical extractions using CO2 or a volatile solvent shall be conducted in a
professional closed loop extraction system. The system shall be commercially
manufactured and bear a permanently affixed and visible serial number. The system
shall be certified by a California-licensed engineer that the system was commercially
manufactured, safe for its intended use, and built to codes of recognized and generally
accepted good engineering practices, such as:
(1) The American Society of Mechanical Engineers (ASME);
(2) American National Standards Institute (ANSI);
(3) Underwriters Laboratories (UL); or
(4) The American Society for Testing and Materials (ASTM).
The certification document must contain the signature and stamp of a California licensed
professional engineer and the serial number of the extraction unit being
certified.
I have confirmed with CDPH Manufactured Cannabis Safety Branch that the machine does not need to be certified by any of those 4 bodies. Rather, we need a CA certified engineer to study the machine, it's Certifications, the parts it will be built with, the methods and tests to determine that it is safe and well built.
The machines will come already CE certified (European Standard)

We want to work with an engineer before the machine is ordered to make sure that it is built to a spec that will be compliant with CA regulations. The deliverable will be a the certification document containing the signature and stamp of a California licensed professional engineer and the serial number of the extraction unit being certified.
