PWA needed for ordering items from shop.

We need a PWA that will cache the entire catalog with all product info and images once and then only connect to the internet for getting updated inventory available for the items. Internet connectivity will also be needed for order placement too but customer details like name and address will be taken once and stored in local storage for the PWA.
You can build the front end in react OR angular - we are open to both...
The PWA will be a static site which will be generated from a cms like wordpress. Customer side pwa will not be interacting with the WP as you will write code to generate a static site from the cms. The prices and inventory can be be updated at regular intervals on the back end.
The store side can use wordpress to enter product details and inventory.
If you are using react for the front end then you can use [login to view URL] or gatsby or any static site generator for the site generation. If you are using angular then you can go for scully static site generator. And add PWA capabilities so that on the client side it is a regular static site with PWA features like caching, manifest etc.
