Creating a openstreetmap based offline map using Python and visualisation without browser

I would like to create a map tool with Python 3. Map should be based on Openstreetmap, but it should be working with offline map database (e.g. mbtiles).

It would be nice to have a visualisation working without browser even if the outcome is html file.

I would also like to put some markers at certain GPS locations.
