Update my joomla web site

I have a Joomla based a simple website with many modules installed
www.emaengineering.com.
There are 3 templates installed but I use only one of them
The goals are:
1- Update existing webpage by adding new menus and pages for our products
2- Activate shopping cart ([login to view URL] ) and Add products products (we will provide excel csv)
3- Add a nice chart now module
4- Activate form module (and create 2-3 forms to get info/request from customers)
5- After all, I want to have the web site in English and Turkish. (We will write the Turkish content, we ask you to make all the menus and infrastructure)
6- Use this website at least for two different templates (already installed)
7- Our budget is very tight. We are a 3-people small company
8- Note: I made the website from the beginning. So I have some understanding.
