"Slight Clone" of Template [login to view URL]'s PHP Scripts

I am looking for a professional PHP script maker who can clone the ideas I have seen on TemplateMonster.com. I need a few things;
First:
I noticed that they sell their products for two different prices. One is the non-unique, lower price and the other is the unique, much higher price. The way that it works it that if a customer buys the template uniquely, the template is immediately removed so other buyers can't purchase it. I need in part of a script a way to do that and also count the number of downloads (purchases) of a template.
Second:
I need a way to search and view specific templates with the following search options: Price, Category, Keywords, & Template Number. This is so a visitor can find exactly what they want.
Third:
I need a login for customers so that when they buy a template, they can access a restricted area with special fonts, scripts, images, anitmated gifs, icons, and more. I would like the login to possess a username (not email) and a password.
Fourth:
If possible, a script for visitors to choose 1 of 2 payment methods (2Checkout & PayPal) for buying a template. Then the payment part must be secure so no one may even find the location of the precious products and zip files. I have already bought 2 scripts for that secure part, one for 2Checkout from [url removed, login to view] and one for PayPal from some random script writer (both work). So here I basically need a pop-up window with some kind of "checkout" method for a customer to pay for the template (uniquely or non-uniquely) and have a choice to pay through either 2Checkout of PayPal. Then after the payment is received & approved, the product is sent electronically through e-mail in a zip file.
Now I don't know if this will be an easy or hard task for an advanced/professional script writer or even if it will require PHP as opposed to ASP or even HTML. I do know that my budget is small but negotiable. I need to also see a working script or part of the script before any payment is made. I don't need website designing services, of course that is what I do as a template designer.
