Paid to signup to offers

I require a paid to signup site The idea of the site is the user registers, and for joining other sites, they are rewarded in cash. There should be an admin panel where advertsn can be added and removed. All members that join should have a unique user ID. I should be able to place the user ID at the end of the URL of the advert. With a link such as: [login to view URL];a=1126085&g=730890&epi=[id] or like [login to view URL] links! Where [id] is the users unique ID. In the admin panel I need to be able to credit that the user has signed up to the site, by listing the ID's that have completed the signup, from affiliate statistics. There should be an ability to view adverts that have been clicked, and onces that signups have been confirmed to. Also, once members reach a certain configurable number of cash earnt they should be able to cashout. They should be able to view their payout, and the status of the payout(paid or not). The site should have all the features listed above, including a reward for reffering members using personal referal link. Thanks
