Need help with PHP, SQL,PY, SH.

A number of years ago, a game was started online. This is a turn based game, and in its time it had quite a cult following. After a while the original developer was wanting out, so another chap and myself took it over. Due to life happening, and lack of time, I passed it all to the other chap, and he ran it by him self for a while.
Due to things happening in his life, he let it go. I am trying to revive it for old times sake, and, while it hasn't made money, I'm not expecting it to make any either. At best it used to cover the server costs.
It is multiplayer turn based game. two of which I have managed to get back up and running. The third game, I have been unable to get going. It is online, BUT somehow the login is not connecting, and I can't for the life of me figure out where I have gone wrong.
This runs PHP, MYSQL, Java, etc. It is currently running on an older version of Debian (7)
It also runs an IRC channel, and well, the forums wont work either.
I am out of my depth, and can't afford much, but if someone is willing to have a look and see if they can help point me in the right direction or tell me what I have stuffed up, I am willing to pay what I can.
